Living there: the practical facts

Banking

Accounts are opened in person with your cédula and, for local income, a RUC; expect source-of-funds questions. The guaraní is the currency, US-dollar accounts are common, and the DNM accepts bank-evidenced income (transfers, deposits) as part of solvency proof.

Healthcare

Ley 6984/2022 lists no health certificate or compulsory insurance among the residency documents, and art. 8 guarantees access to health care regardless of migratory status. Employees contribute to the IPS; most foreign residents buy private cover for Asunción's private hospitals.

Language

Spanish and Guaraní are official. Every DNM step, form and sworn declaration is in Spanish; foreign-language documents must be translated by a matriculated public translator (Portuguese documents from Brazil are exempt).

Property

Foreigners can own titled property; a title registered in the RUN within the last 2 years counts as solvency proof for permanent residency, and real estate qualifies for the SUACE investor route only if it is not for personal or family use. IVA on property sales and residential rent is 5%; ask about the border-security-zone rule before buying rural land near a frontier.
